I don't know, I've straight up told people multiple times that I was wrong about them. Most of the time they seem amused, then subsequently flattered. It's not necessarily a prick thing to say, and for some people can be a very nice compliment.
in context, jeremy's being pretty prickish considering ian's let him sleep over and such already at this point. Ian's been nothing but nice to him for the past few days so it comes off less than flattering.
"Look, Jerry, I'll be nice for right now. But if you get me a ticket for not wearing your damn seatbelt, you can walk home."
Jeremy, has anyone ever told you you're a little prick sometimes?
they have? okay. just putting that out there.
Jeremy's probably been told more than once that he has no brain-to-mouth filter, and is immature enough to take it as a compliment.

I figure Nicole is probably the one who let Jeremy sleep over and Ian just didn't actively object. That seems in-character, anyway.
I looks to me like Jeremy is pretty much offering an apology for misjudging Ian, anyhow.
I can't tell if that was a compliment.
At the last panel, I can just imagine Jeremy saying "you're welcome". Ian seems tsundere.
